The history of Lutsk automobile plant

       The end of 1940s became the period of gradual increase of manufacture. New enterprises were established in every city and town. On February 2, 1949 the Council of Ministers approved the Decree «On reorganization of inter-regional capital repair shops of USSR Ministry of Agriculture into repair plants and their construction». Lutsk was included into the list of these cities. Factory building had been started in 1951 and already in 4 years, the building was completed and, according to the Order of Ministry of Agriculture of Ukrainian Soviet Socialistic Republic of the 25th of August, Lutsk repair plant was put into operation.
       GAZ-51 and GAZ-63 spare parts became the main products of the plant; the repair equipment which was used for needs of the Ministry of Agriculture was produced.
       On September 3, 1959 the enterprise was transformed into a machine-building   plant where automobile bodies, trailer shops, refrigerated trucks and other products of special purpose were manufactured.
       1965 became indeed a very important year for Lutsk machine-building plant. The governing body of the plant worked hard for approval by Lviv authorities of a proposal on placing of the production of cars in Volyn regional centre. Thus in January two bureaus were set up to design the engineering data for ZAZ-969 cars in the chief designer’s department.
       December 1966 became the remarkable date for the plant when first 50 small-cylinder capacity ZAZ-969V vehicles were made. It therefore provided an impetus for the development of motor-car industry in Volyn region. On December 11 Lutsk machine-building plant was renamed into Lutsk automobile plant by the Order of the Minister of Automobile Industry of the USSR.
        Reconstruction took place at the plant followed by the production of the new car ZAZ-969. They had 4/4 wheelbase, with all driving-wheels. It was a real breakthrough in the national car building. ZAZ-969 became the unique front wheel-drive car in the USSR.
       In the beginning of 1975 the plant became a part of a new association with the head enterprise in Zaporizhzhya – motor vehicle plant «Komunar».
       The plant was marked out firstly by quality of the produced cars. In 1979 the production of  the new model of LuAZ-967 M started. The new model advantageously differs from the previous ones both outwardly and by technical improvements.
       On September 22, 1982 the plant celebrated a peculiar anniversary: the 100 000th car was produced.
       Starting from mid-80s the plant continued to increase the volume of its products. In addition to manufacture programs the management of the enterprise also takes care of the social sphere. Within 1988-1989 seventy flats and two hostels were built for the workers.
       In March the representatives of the American firm “Chrysler” and the Swiss firm “Ipatko” visited the plant and signed the cooperation agreements. 1990 became a prominent year for the plant when 16500 vehicles were assembled. In two years Lutsk motor vehicle plant was excluded from the Manufacturing Association “AvtoZAZ” by the order of general director. In accordance with the Decree The State Property Fund of Ukraine # 50-Am of December, 25 1995 the plant was transformed from the state-owned into Public Joint Stock Company “Lutsk automobile plant” (PJSC “LuAZ”). The Statutory Fund of the plant is 18, 999, 540 UAH.
       Later on the plant experienced difficult period: severe production reduction, salary debt. It already seemed that the plant would not come back to past production capacities.
       Such an uncertainty lasted until 2000, the year which was seen by the plant with expectation for better. In February an agreement on assembly of VAZ cars in Lutsk was signed with Ukrprominvest concern. On April, 14 2000 the commercial competition for sale of 81.12 per cent of the share holdings of the enterprise took place. Their winner became “Ukrprominvest” concern ("Ukrainian industrial investment concern"). A new era in the history of the plant started.
       SKD production of VAZ-21093 and UAZ cars of different modifications began. Also the production of own LuAZ cars was restored. There were assembled 2250 VAZ-21093 cars, 150 LuAZ cars and 648 UAZ cars during 2000.
       In 2001 the new models of VAZ-21099, VAZ-2107, VAZ-2104, VAZ-23213 “Niva” and UAZ-3160 were made in Lutsk. Altogether 6000 cars were assembled.
       September 17, 2003 Cabinet of Ministers approved the investment program for LuAZ. The program envisaged the creation of new modern automobile factory with the production capacity of 70 thousand cars per year.  But on October 1st those governmental regulation was abolished by the Decree of the President.
       In 2004, the production assortment of LuAZ increased. On January 23 the 30000th VAZ was produced (the 45000th one was produced in four months). At the beginning of February the first consignment of 55 Hyundai HD 65 was made using machine-sets of well-known “Hyundai Motors Company”.
       In June 2005 according to the decision of the Board of Directors of “Bogdan” Corporation, the transfer of productions was confirmed: automobile production was moved into Cherkasy and production of buses - in Lutsk respectively.

The bus program is the new landmark in the history of the plant

       On April 6 the presentation of bus program took place at PJSC “Lutsk automobile plant” which is a part of “Bogdan” Corporation. During the period from June, 2005 to April, 2006 the building of new productions capacities, which allow producing of 1500 buses and trolleybuses of A-144, A-145, A-231, E-231 models per year, was completed.
       Now it is successfully mastered 10-meter bus A-601.10 and trolleybus T-601.11.  Both transport vehicles have modern design, being comfortable and reliable. Basic advantage of the bus and the trolleybus is low floor. Besides, the system of kneeling was set in them, allowing the transport vehicle to bend over towards seats.
       More than 40 million UAH were invested for introduction of the first stage of the bus program. Realization of the planned tasks allowed to create additionally 300 workplaces and to extend the production model row at Lutsk production area.
       On the completion of the second stage of the bus program on Lutsk production area 70 thousand of m2 of the covered production spaces will be created. Production capacities will increase to 4,7 thousand of buses ranging from small to extra-large, as well as trolleybuses. The investments totals in about USD 70 million. The world production leaders of painting and assembly equipment participate in the realization of the second stage.
       As a result of the reorganization process the Daughter Enterprise “Automobile assembling plant ¹ 1” of PJSC “LuAZ” was created on the base of working area  in Lutsk. The serious tasks on expansion of the working area and on mastering of the new equipment must be fulfilled by the plant in 2009.
       The production of the 15-meter bus of A-801.10 and the trolleybus of T-801.10, as well as the tourist bus «Bohdan A-401.62», which corresponds with the standard Euro-4, was started in 2009.
       The quality of the transport vehicles produced at Public Enterprise “Automobile assembling plant ¹ 1” of PJSC “LuAZ” is ensured by the high-technology equipment of the Japanese and German producers, with the usage of high-quality component-sets of both domestic and foreign manufacturers.
       The certified Management Quality System is in place at Public Enterprise “Automobile assembling plant ¹ 1” of PJSC “LuAZ”. The system is built in accordance with the requirements of the international standard ISO 9001-2000 and the national certificate UKRSEPRO.
